The partnership between the IT Ukraine Association and the ILO is a strategic step that will allow businesses to cooperate with the state for the development of Ukrainian IT education and the implementation of joint projects.

This was stated by the Executive Director of the IT Ukraine Association Konstantin Vasyuk during the re-signing of the memorandum of cooperation with the Ministry of Education and Science.

According to the Ministry of Education and Science, the first memorandum was signed in 2018, but in the context of the crisis caused by COVID-19, it was decided to strengthen cooperation.

“The use of digital technologies has become especially relevant in a pandemic, when many processes have gone online. That is why it was decided to re-sign the memorandum with the IT Association and start a new stage of our cooperation, “said Deputy Minister of Education and Science for Digital Transformation Artur Seletsky.

According to the Executive Director of the IT Ukraine Association Konstantin Vasyuk, the intensive development of the IT sphere in Ukraine, which has been observed in recent years, largely depends on qualified employees, and every year the human resources of Ukrainian IT specialists increase.

S. Zakharin: where is the report on the quality of higher education in Ukraine?

There is a lot of talk today about the quality of higher education. There is no shortage of experts who have not prepared any scientific work, but often murmur about their vision of “quality” (or “poor”) work of the higher education system. Instead, few people know that in our country there is a legal entity that receives considerable budget funds to prepare a full report on the quality of higher education.

Let’s read the law.

According to paragraph 2 of Article 17 of the Law of Ukraine “On Higher Education”, the National Agency for Quality Assurance in Higher Education is a legal entity under public law, which operates in accordance with this Law and the statute approved by the Cabinet of Ministers of Ukraine.

The provision of paragraph 2 of Article 18 of the Law of Ukraine “On Higher Education” stipulates that the National Agency for Quality Assurance in Higher Education annually prepares and publishes a report on the quality of higher education in Ukraine, its compliance with sustainable innovation, a report on its own activities. legislative assurance of the quality of higher education and sends these documents to the Verkhovna Rada of Ukraine, the President of Ukraine, the Cabinet of Ministers of Ukraine and higher education institutions for discussion and proper response.

A similar requirement is contained in paragraph 9 of the Statute of the National Agency for Quality Assurance in Higher Education, which was approved by the Cabinet of Ministers of Ukraine dated April 15, 2015 No. 244 (as amended by the Cabinet of Ministers of Ukraine dated August 21, 2019 No. 761).

It follows from the above legal requirements that a legal entity under public law “National Agency for Quality Assurance in Higher Education” is obliged to:

prepare and publish a report on the quality of higher education in Ukraine, its compliance with the objectives of sustainable innovative development of society; prepare and publish a report on its own activities; to form proposals on legislative assurance of the quality of higher education; prepare, publish and form these documents annually (ie, at least once a year); send these documents to the Verkhovna Rada of Ukraine, the President of Ukraine, the Cabinet of Ministers of Ukraine and higher education institutions for discussion and proper response.

The author of these lines, having read on social networks various “expert opinions” about the quality of higher education, decided to ask the opinion of those people who should take care of this quality, as they say, on a professional basis. Unfortunately, the official website of the legal entity of public law “National Agency for Quality Assurance in Higher Education” does not contain any report on the quality of higher education in Ukraine. Moreover, there is not even a simple analysis of the same quality.

In this regard, in October 2020, an information request was sent to the legal entity of public law “National Agency for Quality Assurance in Higher Education” to provide the texts of the Report on the quality of higher education in Ukraine, as well as reports on its own activities.

The answer turned out to be extremely strange.

The letter of the legal entity of public law “National Agency for Quality Assurance in Higher Education” No. 1097 dated 30.10.2020 signed by the Chairman Serhiy Kvit states (spelling and punctuation are preserved – SZ): “The current composition of the National Agency for Quality Assurance in Higher Education is approved by the order of the Cabinet of Ministers of Ukraine dated 27.12.2018 No. 1063-r. Note that when changing the leadership of the National Agency and its secretariat in 2019, the lack of documents on the activities of the National Agency for 2015-2018 was established.Therefore, the requested information and relevant documents on the activities of the National Agency for Quality Assurance in Higher Education for 2015-2018 are missing.

Let’s think logically. According to the Unified State Register of Legal Entities, Individuals – Entrepreneurs and Public Associations, the legal entity of public law “National Agency for Quality Assurance in Higher Education” (USREOU code 40927307) has been operating since October 31, 2016. The state budget fully financed the main (statutory) activities of this legal entity in 2017, 2018 and 2019, and also continues to finance in 2020. In particular, in 2019 – in the amount of UAH 22.1 million, for the nine months (January-September) in 2020 – in the amount of UAH 21.9 million, most of these funds are used to pay salaries to management and employees of the agency.

Thus, starting from 2017, the public entity “National Agency for Quality Assurance in Higher Education” has an obligation to the state, society and taxpayers to annually prepare and publish a report on the quality of higher education in Ukraine, its compliance with the objectives of sustainable innovation society, as well as a report on its own activities.

It turns out that taxpayers in 2016, 2017 in 2018 paid for the creation of certain documents – reports on the quality of higher education in Ukraine and reports on their own activities. However, these reports and reports for 2016, 2017 and 2018 are missing for some unknown reason. So, our funds were wasted? And in fact – stolen?

It would also be interesting to know: if the documents are missing – for what reasons and who is to blame?

The letter states that “the current composition of the National Agency for Quality Assurance in Higher Education was approved by the order of the Cabinet of Ministers of Ukraine dated 27.12.2018 No. 1063-r”. Perhaps Serhiy Kvit is hinting that he cannot be held responsible for the events that took place before the publication of this order? Instead, the request was submitted not to the “current staff” or “head of the current staff”, but to a legal entity under public law. If a legal entity under public law operated in 2016, 2017 and 2018 and received the appropriate budget funding – respectively, this person must have documents that have already been paid from the state budget.

What to do if the legal entity of public law “National Agency for Quality Assurance in Higher Education” does not have certain documents that it had to create and the creation of which is paid for by taxpayers? In my opinion, the head of the legal entity of public law “National Agency for Quality Assurance in Higher Education”, finding the absence of certain documents, should issue an order (or https://123helpme.me/buy-compare-and-contrast-essay/ instruction) to produce them, even though such documents were not made as if not from him guilt. When exactly the current composition of the agency was appointed is irrelevant, as the obligation to prepare and publish the Report on the Quality of Higher Education in Ukraine is not imposed on the “composition of the agency” (set of individuals), but on the “agency” (legal entity).

But the most interesting is ahead.

It turns out that there is no report on the quality of higher education in Ukraine for 2019 (ie for the period when the “current staff” was already fully operational, and the head of the agency and his deputies were already receiving sky-high salaries ).

Here is what is written in the already mentioned letter of the legal entity of public law “National Agency for Quality Assurance in Higher Education” No. 1097 dated 30.10.2020, signed by the Chairman Serhiy Kvit: “report of the National Agency for Quality Assurance in Higher Education for 2019… This document contains information on the quality of higher education in Ukraine, its compliance with the tasks of sustainable innovative development of society and reporting on its own activities of the National Agency for Quality Assurance in Higher Education.
